(AP) ? Jurors on Thursday convicted a man of taking part in the repeated sexual assaulting a Texas middle school student and sentenced him to 99 years in prison.

Eric McGowen wasn't in court when jurors found him guilty of aggravated sexual assault of a child or later when they returned with the sentence, which also included a $10,000 fine. The 20-year-old had been free on bail and he skipped out during a break in proceedings Wednesday, the first day of testimony.

The judge issued an arrest warrant for McGowen Wednesday and allowed testimony to resume Thursday. Jurors returned with the guilty verdict after deliberating for about 20 minutes. Then, after brief court proceedings on his punishment, they decided his sentence in less than 30 minutes.

Prosecutors say the girl, who was 11 years old at the time, was sexually assaulted on at least five occasions from mid-September through early December of 2010 by 20 men and boys from her town, Cleveland, which is about 45 miles northeast of Houston. Police began investigating after one of the girl's classmates told a teacher he saw video of her being sexually assaulted in an abandoned trailer.

All six of the juveniles and two of the 14 adults charged in the case pleaded guilty. McGowen was the first defendant to stand trial. He faced a minimum sentence of 25 years prison and a maximum of life.

After prosecutors concluded their case Thursday following the testimony of nearly a dozen witnesses over a day and a half, defense attorney Matthew Poston rested his case without presenting any witnesses or evidence.

McGowen was in court Wednesday when the girl, now 13, spoke about her ordeal. The girl was not in court Thursday.

Testifying using a pseudonym, she told jurors about an encounter in October 2010 and one the following month in which she said McGowen and several other men and boys took turns sexually assaulting her while recording the encounters on video.

The girl briefly broke down in tears as jurors were shown a few minutes of video of the alleged sexual assault in October 2010.

She described another encounter that November that started in a different Cleveland home and continued at a nearby abandoned trailer. She told jurors that McGowen assaulted her with a beer bottle during that incident.

Like McGowen, most of the remaining 11 defendants in the case face charges of aggravated sexual assault of a child. Four face a charge of continuous sexual abuse of a child.

The two men who pleaded guilty and one of the juveniles, who has since turned 18, also testified against McGowen. The two men are serving 15-year prison terms while the juveniles in the case each received suspended seven-year prison terms.

The case sparked outrage in Cleveland, and early on, some residents suggested the girl was partly responsible because they say she wore makeup, looked older than her age and wasn't properly supervised by her parents, drawing widespread condemnation.

The case also has been complicated by a belief among many in the predominantly black neighborhood where several of the suspects live that the arrests were racially motivated. All of the suspects are black, while the girl is Hispanic.

Mombasa riots deepen concern about religious tensions in Kenya

Kenya?s coastal city of Mombasa has witnessed a new wave violence for the second day running, as Muslim youths protested the killing of Sheikh Aboud Rogo, a fiery Islamic preacher who was under US sanction for links with Somalia?s Al Shabab militants.

Sheikh Rogo was shot dead on Monday as he took his wife, Haniya Said, to hospital. His killing has turned Mombasa into a battle zone between the police and Muslim youths, with concerns mounting about the impact of the turmoil on religious divisions as well as on upcoming elections.

On Tuesday, a grenade attack on a police truck near a church left one policeman and one civilian dead and another 13 officers injured. The policemen were racing to save the church, which was being set ablaze by the youths, an eyewitness said. Many protesters charge that the police had a hand in what they are calling an extrajudicial killing of the cleric, who was awaiting trial on terrorism-related charges.

As the riots escalated, police said they believed the people involved in the violence were no longer mourners but criminals. "There is no where in Africa where people kill and as they mourn. There is no where in Africa where people loot and rob as they mourn.We have also heard they are raping. These are criminal," said Coast Provincial Police boss Aggrey Adoli.

Earlier in the day, the youths, who were armed with stones, had used burning tires to barricade roads. Looting of shops and homes has also been reported, with the police arresting 12 protesters. The clashes were more intense in the Muslim neighborhood of Majengo, where the cleric frequently preached his fiery sermons.

?Tensions remain high and most shops remain partially closed. There was looting last night,? Joel Kiilu, a Mombasa resident, told the Monitor Tuesday. ?It is hard to move anywhere and it looks like the violence may continue. We fear this may take a religious dimension.?

Al Shabab condemned the killing of the cleric as cold-blooded murder. The group said Muslims in Kenya are deliberately being targeted because of their religious identity, and urged them to ?take the matter into their own hands, stand united, and take all necessary measures to protect their religion from the enemies of Islam.?

THE IMPACT ON ELECTIONS

But it is the call for a Muslim boycott of the general elections expected in March 2013 that is raising more concerns.

?Not only is the participation in the elections prohibited in Islam, but also the current government has terribly failed to protect the rights of Muslims in Kenya,? said the militant group in a news release broadcast through its Twitter link prompting analysts to say the call for the elections boycott must be treated with caution.

For them, it resonated with similar calls by Mombasa Republic Council (MRC), a secessionist group, which the police have accused of carrying out attacks in Mombasa, a cause for more worries.

Rallying around ?Pwani Si Kenya? ("The Coastal Region Is Not Part of Kenya"), the group, whose ban was lifted in July, has been calling for the coastal region to break away.

?The government has the security machinery to deal with threats, but if they do not, this will surely impact on the forthcoming elections. They must take early precautionary measures against the MRC and its sympathizers,? said Co. Benjamin Muema, the leader of the Political Parties Collaborative Forum.

Sheikh Rogo was facing multiple charges in Kenyan courts related to terrorism after being found with weapons in his house, but was out on bail.

In June, the US blacklisted Rogo and two other Kenyans, two Eritreans, and a Sudanese as terrorists and supporters of Al Shabab. Then, the UN Security Council also slapped a travel ban and asset freeze for providing "financial, material, logistical or technical support to Al Shabab.?

Sex and rape have little relationship

How sad it is to have to read the story of a tagged sex offender having attacked and murdered a woman in her home in Seoul.

Let me point out that the only ones to gain from tagging are private security companies who run these programs. The rest of us are left to defend ourselves against the likes of a man named Seo, who has been arrested for this latest crime.

In the past I have written of my criticism of so called government policy ?experts? who froth at the mouth with academic qualifications having spent their entire lives reading books but not having a clue about real life experiences which allows people like Seo to perpetrate their crimes.

I wonder if the ?expert? who recommended the tag for Seo is willing to take responsibility for his actions! I doubt it very much. I suggest the same expert would be surprised to know that there is little or no relationship between the desire for sex and rape. The fact is sex is not a motivating factor for rape; so is Seo really a ?sex offender??

When the subject of legalizing prostitution arises there is always the argument put forward that such legislation would reduce or even eliminate the crime of rape. Well, an individual who is prepared to commit such a heinous crime against another person is not likely to be concerned about breaking a misdemeanour law to meet a woman and pay her for consenting sex. It is a nonsense argument.

Over the years studies have focussed primarily on rape victimology and recovery procedures. Despite these studies there has been relatively far less research into the actual rapist, who as the example of prostitution above exemplifies, is not an individual desperate for sex. Indeed, many rapists are married or in stable relationships.

We can group rapists into three types and by understanding these characteristics we can better predict their behaviours.

First, the ?anger rapist? is an individual who has highly contained feelings which need to be released. The level of violence he levels against his victim is far more than would be required if he were simply in need of sex. He might consider sex as dirty but a requirement to further degrade his victim. He is the type who will approach his victim and unleash his attack without saying anything; ripping her clothes and committing the rape.

He is also the type who will snap during the course of a mild conversation when something inside of him triggers his anger, from which point he is not considering sex with the victim, but is intent on hurting her, or perhaps even killing her.

Second, we have the ?power rapist.? Here the offender?s power is the foremost factor in the assault. His objective is to possess the victim, to control her sexually. He is in fact weak, perhaps having been bullied throughout his life and feels completely inadequate. Thus he will seek to demonstrate his power and ask the victim if ?she is enjoying it,? ??am I better than your husband???

The offender is actually living a fantasy he has developed and it is the overpowering of the victim that he relishes.

Third, there exists the ?sadistic rapist.? This is a combination of sexuality and violence that has become eroticised. He enjoys the undignified nature of the victim?s suffering. In one case an offender would strip the victim and give her an enema prior to raping her anally. In most cases he climaxed just at the vision of the enema because that humiliation was more gratifying than any potential sexual encounter.

These are the characteristics investigators should be looking for in EVERY rape investigation. However, it would appear that the crime is too often trivialised and deemed to be a man who simply went too far. Would the ?experts? say that Seo simply went too far?

Tags are useful to ensure shoplifters are not penetrating shopping areas, or to keep pickpockets away from crowds; each offender knowing they would be rearrested if their ?tracking records? showed they had broken their conditions of freedom.

I thus challenge the ?expert? to give his reasons publicly as to why Seo was deemed suitable to be released on a tag.

Why do Homeowners Need to Seal Ducts?

The best method to determine if you have serious leakage requires a pressure test of the ducts with a special fan. This testing is often called a blower-door test and takes about an hour. This test requires temporarily taping over all the registers, then blowing air into the duct system with a fan to determine the amount of leakage as well as the location of the leaks. New device to remove stroke-causing blood clots proves better than standard tool

ScienceDaily (Aug. 26, 2012) ? Stroke is the fourth leading cause of death and a common cause of long-term disability in the United States, but doctors have very few proven treatment methods. Now a new device that mechanically removes stroke-causing clots from the brain is being hailed as a game-changer.

In a recent clinical trial, the SOLITAIRE Flow Restoration Device dramatically outperformed the standard mechanical treatment. Findings from the trial, called SOLITAIRE With the Intention for Thrombectomy (SWIFT), are published online August 26 in the journal The Lancet and will also appear in a later print edition of the journal.

SOLITAIRE, which was approved by the U.S. Food and Drug Administration in March, is among an entirely new generation of devices designed to remove blood clots from blocked brain arteries in patients experiencing an ischemic stroke. It has a self-expanding, stent-like design, and once inserted into a blocked artery using a thin catheter tube, it compresses and traps the clot. The clot is then removed by withdrawing the device, reopening the blocked blood vessel.

"This new device is significantly changing the way we can treat ischemic stroke," said the study's lead author, Dr. Jeffrey L. Saver, director of the UCLA Stroke Center and a professor of neurology at the David Geffen School of Medicine at UCLA. "We are going from our first generation of clot-removing procedures, which were only moderately good in reopening target arteries, to now having a highly effective tool."

Results of the study showed that the device opened blocked vessels without causing symptomatic bleeding in or around the brain in 61 percent of patients. The standard FDA-approved mechanical device -- a corkscrew-type clot remover called the MERCI Retriever -- was effective in 24 percent of cases. The use of SOLITAIRE also led to better survival three months after a stroke. There was a 17.2 percent mortality rate with the new device, compared with a 38.2 percent rate with the older one.

About 87 percent of all strokes are caused by blood clots blocking a blood vessel supplying the brain. The stroke treatment that has received the most study is an FDA-approved clot-busting drug known as tissue plasminogen activator, but this drug must be given within four-and-a-half hours of the onset of stroke symptoms, and even more quickly in older patients.

When clot-busting drugs cannot be used or are ineffective, the clot can sometimes be mechanically removed during, or beyond, the four-and-a-half-hour window. The current study, however, did not compare mechanical clot removal to drug treatment.

For the trial, researchers randomly assigned 113 stroke patients at 18 hospitals to receive either SOLITAIRE or MERCI therapy within eight hours of stroke onset, between January 2010 and February 2011. The patients' average age was 67, and 68 percent were male. The time from the beginning of stroke symptoms to the start of the clot-retriever treatment averaged 5.1 hours. Forty percent of the patients had not improved with standard clot-busting medication prior to the study, while the remainder had not received it.

At the suggestion of a safety monitoring committee, the trial was ended nearly a year earlier than planned due to significantly better outcomes with the experimental device.

Other statistically significant findings included:

? 2 percent of SOLITAIRE-treated patients had symptoms of bleeding in the brain, compared with 11 percent of MERCI patients.

? At the 90-day follow-up, overall adverse event rates, including bleeding in the brain, were similar for the two devices.

? 58 percent of SOLITAIRE-treated patients had good mental/motor functioning at 90 days, compared with 33 percent of MERCI patients.

? The SOLITARE device also opened more vessels when used as the first treatment approach, necessitating fewer subsequent attempts with other devices or drugs.

Promising new drug target discovered for treatment and prevention of heart failure

ScienceDaily (Aug. 25, 2012) ? A promising new drug target for the treatment and prevention of heart failure has been discovered by researchers at Mount Sinai School of Medicine in New York, NY, US.

The study was presented at the ESC Congress 2012 by principal investigator Professor Roger J. Hajjar, MD.

According to the US Centers for Disease Control and Prevention, about 5.8 million Americans suffer from heart failure and 670,000 new cases are diagnosed each year. One in five people with heart failure die within one year of diagnosis. Heart failure is most often treated with aggressive medical and device therapy, but has no cure. The most common symptoms of heart failure are shortness of breath, feeling tired, and swelling in the ankles, feet, legs, and sometimes the abdomen.

In this study presented at the ESC Congress 2012, researchers identified a new drug target that may treat and/or prevent heart failure. The team evaluated failing human and pig hearts and discovered that SUMO1 (small ubiquitin-like modifier), a small protein that regulates the activity of key transporter genes, was decreased in failing hearts. When the researchers injected SUMO1 into these hearts via gene therapy, cardiac function was significantly improved.

"This indicates that SUMO1 may play a critical role in the pathogenesis of heart failure," said Professor Hajjar, who is research director of Mount Sinai's Wiener Family Cardiovascular Research Laboratories.

Led by Professor Hajjar, the team has been evaluating the transporter gene SERCA2a in patients with severe heart failure as part of the CUPID (Calcium Up-regulation by Percutaneous administration of gene therapy In cardiac Disease) trial. When delivered via an adeno-associated virus vector -- an inactive virus that acts as a medication transporter -- into cardiac cells, SERCA2a demonstrated improvement or stabilisation with minimal side effects. But Professor Hajjar said: "We found that while injection with SERCA2a restored cardiac function, over time the new SERCA2a became dysfunctional. This indicated that something else upstream from SERCA2a was causing the dysfunction in the heart."

Dr Changwon Kho, PhD, and Dr Ah Young Lee, PhD, two experts in the study of cardiac proteins at Mount Sinai School of Medicine, identified SUMO1 as the regulator of SERCA2a, showing that it enhanced its function and improved its stability and enzyme activity. When Professor Hajjar and his team studied human and animal models, they found that when SUMO1 was decreased, SERCA2a became dysfunctional in human hearts, showing that SUMO1 plays a protective role. When the team injected SUMO1 as a gene therapy, they found that it protected SERCA2a from oxidative stresses that are prevalent in heart failure.

"Our experiments over the last four years beginning with the discovery of SUMO1 as an interacting protein of SERCA2a have shown that it plays a critical role in the development of heart failure," said Professor Hajjar. "In fact, SUMO1 may be a therapeutic target at the earliest signs of development and may be beneficial in preventing its progression, a much needed advance for the millions suffering from this disease."

Dr Lisa Tilemann extended the experiments performed in mice and rats in a preclinical model of heart failure in porcine models.

Professor Hajjar said: "We have now clearly shown that SUMO1 gene delivery can enhance cardiac function and stabilize the deteriorations of left ventricular volumes in large animals with severe heart failure. We have also shown that delivering SUMO1 and SERCA2a concomitantly can have synergistic benefits on overall function in heart failure."

Led by Professor Hajjar, the Mount Sinai team discovered the landmark potential of SERCA2a in 1999 and since then has been pursuing its potential as a treatment delivered via gene therapy. The next stages in the research include testing a novel gene therapy construct which will combine both SUMO1 and SERCA2a within one gene therapy vector that will enable the investigators to express both genes simultaneously. Similar to their efforts in the CUPID trial they will explore the delivery of SERCA2a and SUMO1 via gene therapy. Additionally, the research team has developed a cellular test to screen for compounds that may increase the interaction of SERCA2a with SUMO1, evaluating SUMO1 as an adjunctive therapy to SERCA2a.

Based on ten years of fieldwork in the Tetons of Wyoming, WCS Conservation Biologist, University of Montana Professor and study author Dr. Joel Berger looked at whether body size of juvenile moose and maternal presence were related to survival of the young animals. In animals from elk to lizards and fish, size matters, and larger individuals enjoy a survival advantage. However, results of Berger's study showed that for juvenile moose, body mass had no significant effect on overwinter survival. Maternal presence did.

The study, "Estimation of Body-Size Traits by Photogrammetry in Large Mammals to Inform Conservation" appears in the early view section of the on-line edition of the journal Conservation Biology.

The study found that orphaned moose in their first winter were subjected to 8 to 47 times more aggression from adult moose than were young moose whose mothers were present. Overall, the survival of orphan calves was about 8 times lower than those with mothers.

Along with facing more aggression from kicking by adult females and being displaced from the best feeding areas, Berger theorized that orphans incur greater metabolic costs and expend more energy in deep snow. Why orphans were attacked more was not clear, but Berger raised the possibility that mothers were trying to maintain more resources for their own offspring.

"These findings highlight the importance of maternal presence rather than body size and suggest policy changes may be warranted in how harvest quotas are set," said Berger. "In some circumstances, the shooting of mothers with young has been permitted under the assumption that calf survival is minimally affected. Clearly, that is not the case."

In another development from the study, Berger pioneered a new method to estimate the size of juveniles without resorting to immobilization by darting or netting by helicopters ? both methods that are stressful to wildlife. Instead, Berger used photogrammetry?a process of using photographs to determine the properties of objects. Digitally measuring head sizes on photographs enabled estimation of juvenile body mass in a quick and non-invasive fashion.

Berger said, "Other methods of acquiring data on large animals are exhaustive, expensive and more invasive. Photogrammetric assessment has shown to be accurate, widely deployable and much easier on the animals and scientists, and the findings in this study illustrate the method can be used to inform conservation planning."

Managing remote employees: Lessons from ancient Rome and beyond

Question: What do these five established jobs ?

  • Call center representative
  • Salesperson
  • Truck driver
  • Writers

? have in common with these five jobs that didn?t exist 10 years ago?:

  • Virtual assistant
  • Social media manager
  • Telework manager or coordinator
  • Search engine optimization specialist
  • Online advertising manager

Answer: They are staffed by employees who can do their work while their managers are in a different location. And if you?re a manager or aspiring manager, chances are at least one of them is going to work for you.

Telecommuting, distributed teams, outsourcing, and virtual teams are not new. They?ve all been around since the Roman empire was managing 25% of the world?s population spread out over 6 million square kilometers.

Consider this from the management classic ?In Search of Excellence?:

?One reason the Roman empire grew so large and survived so long ? a prodigious feat of management ? is that there was no railway, airplane, car, radio, telephone. Above all, no telephone. And therefore you could not maintain any illusion of direct control over a general or provincial governor, you could not feel at the back of your mind that you could ring him up, or he could ring you, if a situation cropped up which was too much for him, or that you could fly over and sort things out if they started to get into a mess. You appointed him, you watched his chariot and baggage train disappear over the hill in a cloud of dust and that was that ? There was, therefore, no question of appointing a man who was not fully trained, or not quite up to the job: you knew that everything depended on his being the best man for the job before he set off. And so you took great care in selecting him; but more than that you made sure that he knew all about Rome and Roman government and the Roman army before he went out.?

Imagine that. Somehow the Romans were able to manage remote employees without all of the methods written about when ?ISOE? was published in 1982, as well as Skype, texting, social media, iPhones, Sharepoint, WebEx, and a host of other technologies.

So when it comes to managing remote employees, what can we learn from the ancient Romans, as well as today?s companies that are ranked the best for flexible jobs? Here are 10 timeless tips:

  1. Manage for results. Many traditional managers are accustomed to managing activities by observation and not necessarily by results. Again, this is not a new concept ? the management guru Peter Ducker wrote about it back in the 1950s in his book ?Management by Objectives.? Unfortunately, his ideas were ruined by management consultants who turned ?MBO? into a bureaucratic mess.
  2. A shared purpose, goals, and value system. Every employee needs to be clear and aligned on the organizations purpose, goals, and shared values. Once the why and the what are clear, employees should be allowed to exercise judgment and creativity in how things are done.
  3. Hire great employees. Then train them and empower them do their jobs. Great employees don?t need to be babysat, monitored, checked on, micromanaged, and shouldn?t need to fill out daily and weekly activity reports. Great employees thrive with autonomy and trust. By the way, some of the research says extroverts actually thrive more than introverts when working remotely. But I wouldn?t start issuing MBTIs as a part of your selection process.
  4. Agree on boundaries. With technology and zone differences, it?s important for managers and employees discuss and agree when it?s OK and not OK to contact each other. For some, the expectation might be ?24/7.? Or, it might be ?Monday-Friday between the hours of 8-5 EDT.?
  5. Establish regular communications.Smart managers know the importance of keeping a regular schedule of one-on-one meetings with their employees. With remote employees, it?s even more critical not to miss one of these meetings. Unlike co-located employees, who are bound to run into their managers in the hallways and break room, remote employees don?t have that advantage (or disadvantage, depending how you look at it). Also agree on what method will be used for ?do you have a minute? communications (i.e., texting, IM, or appointments only).
  6. Team development. In addition to hiring great employees, great managers understand the benefits of building great teams. Make sure all remote employees are included in regular virtual team meetings (this is where we have a leg up on the Romans). Remember that it takes two to three times as long to prepare for an effective virtual meeting. Finally, have at least one face-to-face team meeting per year. Yes, it?s expensive, but well worth the investment in relationship building and teamwork.
  7. Feedback. Make sure your remote employees are getting regular feedback ? not just from the manager, but from clients and team members.
  8. Keep them connected. Partner your remote employees with other team members to collaborate on projects. In addition to promoting interdependency and cross-training, shared goals gives remote employees an opportunity to build trust and relationships with their team members, and provides an opportunity for virtual water cooler chit-chat.
  9. Learn from others. It?s great that you?re reading this blog post ? good for you! Now go find at least three other managers who have had success managing remote employees and pick their brains.
  10. Technology. I?m thinking if the Romans had access to Skype they probably would have loved it. While technology is not the answer or a substitute for all of the points above, it can help. As long as it?s used to enhance communications, not to snoop and micromanage.

Because his instrumental music lies in between chamber music and symphonic performance, the role of the conductor then is to?favoriser?or to facilitate the exchange or dialogue among musicians so that they can express themselves fully.??This makes for a much livelier dynamic.

Q:?Describe how Mostly Mozart has evolved.

A:?Part of the wonderful musical experience, for the musicians, no less the audience, is the level of guest conductors, such as Yannick N?zet-S?guin and Osmo V?nsk?, and soloists, pianists, instrumentalists, including violinist Joshua Bell, or singers appearing for the first time. They inspire their fellow musicians. ?Regarding programming, I can never thank Jane Moss enough for making possible the commission of the Violin Concerto by the Finnish composer Magnus Lindberg for the 2006 festival.??The juxtaposition of Mozart with a contemporary composer of Lindberg?s stature makes it impossible to limit consideration of Mozart to only one context.? ?One has no choice but to listen afresh.

Below are my reflections about attending that conference, and working out how I feel about ageing and sexuality in general, and mine in particular.

Going to an ageing conference was a bit confronting. I felt out of place on the first day, but on the second day hung out with friends, met new people and started to feel as though I was with my tribe. This was because I met up with Sue Malta. Her presentation was really interesting, and added more information to my topic. The specific concept I learned was Living Apart Together (LAT) which seems to be a growing phenomenon, and has been researched in Europe but less in Australia. After her talk someone wanted her to speak at a conference in Brisbane next year, and she pointed me and my work out, and maybe we will get a symposium together? Very exciting stuff.

I did start to get freaked by the whole ageing concept. Maybe it is the ?Keep young and beautiful, if you want to be loved? concept. I don?t agree with it, but there has to be some influence of mass media. I was pleased when my friend and PhD colleague Sue wrote,

I would love to read your reflections about your own worries about ageing as it seems that worries about ageing may be central in conceiving yourself as a sexual being ? if you are worried about it you are less likely to be prepared and take precautions ? so again that lived experience is so important in finding ways to connect with people about their sexual practices ? sexuality is so deeply personal and private

I think too of all those relics of women goddesses who are so lush and powerful and think that not a lot of them of them are firm and young ? there is potential in ageing and sexuality I think -

Those lush and powerful goddesses are certainly persuasive, and this notion gave me heart.

My reflections on ageing? It?s a very relevant suggestion, because if I am to study it my work will be enriched by such reflections, and probably my daily life, and attitudes to myself. I?ll do a free think.

AGEING

Wrinkles; wisdom; physical decline; reduction in social acceptability, but an increase in perceived respectability ? middle aged women are seen to be trustworthy, not like teen age boys, which is unfair to teenage boys; uncertainty; I?m gorgeous; employment; unemployment; being alone, or fear of it; finding a person to be with; forgetfulness; assumptions that I?m technically incompetent; patriarchy.

Wonder what all that says about me! Not brave and fearless, that?s for sure, but a mix of anxiety and some positive self talk thrown in. I?m holding myself together, but started to feel things unravelling yesterday. I?m not sure if the unravelling is a good thing or not. My carapace keeps me upright, and without it I might just pour everywhere. If that is unleashed, maybe what is left will have less baggage and be lighter?

Yes, Sue, I will have to reflect more on my attitude to ageing, and what it means and what attitudes I carry, and what I?d like to carry. Thank you for asking.

All three organizations report that they are continuing their programs in compliance with the New Child and Youth Welfare Act which became effective June 1, 2012.? One organization that Gladney works with highlights the main features of the legislation as follows: 1.????? Prior to June 1st, approximately 90% of the adoptions in court were private adoptions.? Since June 1st, except for relative adoptions, all adoption cases need to be evaluated by adoption agencies prior to application to the court.
2.????? All adoption agencies are required to follow the law giving priority to domestic adoptive families. The information of children will be listed on a nationwide platform for domestic matching for approximately 45-70 days. Hence, the possibilities of domestic matching for healthy children will increase.
3.????? In regard to the new laws governing administration and management of adoption programs and services, agencies are now finishing a process of accreditation and will also seek renewals of their licenses under the new law.
There are currently eight organizations licensed by the Taiwanese government to provide adoption placement services.? Gladney?s three partner organizations:? New Hope, Chung Yi, and Cathwel Services, are among the eight.? Each licensed organization has been undergoing an accreditation process, the results of which are expected later in August.? ?The organizations will also need to become re-licensed under the new child welfare laws and the results of this process will be made available later in the Fall.
Prior to the new Child and Youth Welfare Legislation, most domestic adoptions were done independently and casually. Now, the government is working hard to create more oversight for domestic adoptions including background checks and assessments for prospective adoptive parents as well as requiring pre-adoptive training and post-placement supervision.? The prioritization on domestic adoption opportunities for the children will impact the number of international adoptions.? We expect that wait times for U.S. parents desiring to adopt very young children with no identified health issues will increase as many of these children will be adopted domestically.?

The children in care of Chung Yi are from both voluntary parental relinquishment as well as government custody cases.? In addition to providing adoption placement services, Chung Yi is also licensed to run a group residential care facility which will undergo a site visit for re-licensing in the upcoming months.? Currently Gladney has several wonderful children we would like to find families for and Chung Yi has agreed to give a priority to families working with Gladney while we place a special emphasis on reaching out into the adoption community to find families.? New Hope Adoption Center (?New Hope?) now offers a variety of domestic adoption services including education, parent training, and home studies for families interested in pursuing domestic adoption. Their services have received positive responses from domestic clients. As New Hope becomes more established in domestic adoption, more of their referrals will be placed with domestic families.? New Hope remains committed to continuing its international adoption program and will continue working with biological parent/s desiring to make a voluntary adoption plan.? New Hope has also begun assisting in the placement of children for adoption who have been referred from government agencies.? This new source of referrals will broaden the range of children available for adoption through the program to include children of all ages, and also sibling groups.? New Hope Adoption center is part of a larger organization:? New Hope Social Welfare Foundation (NHSWF).? NHSWF underwent its site visit for re-licensing recently.? New Hope does not maintain a residential care license, children who are part of their adoption program will either be cared for by licensed foster care families or remain in county government care and custody.? On occasion, children may remain with their biological parents until placement with their adoptive parents ? for example New Hope is working to place two babies with down syndrome and the plan is for both babies to remain in their biological families until placement.? Gladney is currently accepting applications from parents interested in adopting children of all ages through New Hope.? Catholic Welfare Services (?Cathwel?), is a multi-service social welfare organization.? Prior to the new legislation, their adoption focus was to mainly find international adoptive families for children with medical needs.? Cathwel will now begin providing domestic adoption services for the first time.? Jonah House is Cathwel?s program that provides group residential care for some of the children being placed for adoption.? Jonah House will be undergoing a site visit in the near future for re-licensing.? Gladney continues to accept applications from families open to adopting children of all ages with medical needs.?? Cathwel staff will be visiting the United States in October, 2012 and are looking forward to visiting with some of the children who have been adopted through their organization.?
