Syrian government forces pound rebels

ALEPPO, Syria (Reuters) - The government of Bashar al-Assad declared victory on Sunday in a hard-fought battle for Syria's capital Damascus, and pounded rebels who control parts of its largest city Aleppo.

Assad's forces have struggled as never before to maintain their grip on the country over the past two weeks after a major rebel advance into the two largest cities and an explosion that killed four top security officials.

Government forces have succeeded in reimposing their grip on the capital after a punishing battle, but rebels are still in control of sections of Aleppo, clashing with reinforced army troops for several days.

"Today I tell you, Syria is stronger... In less than a week they were defeated (in Damascus) and the battle failed," Foreign Minister Walid Moualem said on a visit to Iran, Assad's main ally in a region where other neighbors have forsaken him.

"So they moved on to Aleppo and I assure you, their plots will fail."

Rebel fighters were clearly in control of parts of Aleppo, where Reuters journalists saw neighborhoods dotted with Free Syrian Army checkpoints flying black and white Islamist banners.

Helicopter gunships hovered over the city shortly after dawn and the thud of artillery boomed across neighborhoods.

Rebel fighters, patrolling opposition districts in flat-bed trucks flying green-white-and-black "independence" flags, said they were holding off Assad's forces in the south-western Aleppo district of Salaheddine, where clashes have gone on for days.

Opposition activists also reported fighting in other rebel-held districts of Aleppo, in what could herald the start of a decisive phase in the battle for Syria's commercial hub, after the army sent tank columns and troop reinforcements last week.

Cars entering one Aleppo district came under fire from snipers and a Reuters photographer saw three bodies lying in the street. Unable to move them to hospital for fear of shelling, residents had placed frozen water bottles on two of the corpses to slow their decomposition in the baking heat.

Other rebel-held areas visited by Reuters were empty of residents. Fighters were basing themselves in houses - some clearly abandoned in a hurry, with food still in the fridges.

A burnt out tank lay in the street, while nearby another one had been captured intact and covered in tarpaulin.

In a largely empty street, flanked by closed shops and run-down buildings, women clad in long black abaya cloaks walked with children next to walls daubed with rebel graffiti - "Freedom", "Free Syrian Army" and "Down with Bashar".

Rubbish lay uncollected. In one street families were packing vans full of mattresses in apparent preparation to flee.

Near the center of town, most shops were shuttered, some with the word "Strike" painted over them. The only shop doing business was a bakery selling subsidized bread, where the queue stretched around the block. Burnt cars could be seen in many streets, some with the word "shabbiha" marked on them - a reference to pro-Assad militiamen.

U.N. Undersecretary-General for humanitarian affairs Valerie Amos said 200,000 people had fled the fighting in and around Aleppo in the last two days, and the violence across Syria made it hard for humanitarian agencies reach them.

"Many people have sought temporary shelter in schools and other public buildings in safer areas. They urgently need food, mattresses and blankets, hygiene supplies and drinking water."

Late on Sunday Syrian state television said soldiers were repelling "terrorists" in Salaheddine and had captured several of their leaders.

"Complete control of Salaheddine has been (won back) from those mercenary gunmen," an unidentified military officer told the television news, saying the gunmen included fighters from Saudi Arabia, Afghanistan, Turkey and Yemen. "In a few days safety and security will return to the city of Aleppo".

Reuters journalists in the city were not able to reach the district to verify whether rebels had been pushed out. The pro-opposition Syrian Observatory for Human rights said fighting continued in Salaheddine late on Sunday.

KILLING MACHINE

The leader of Syria's main political opposition group, the Syrian National Council, called for foreign allies to provide heavy weapons to fight Assad's "killing machine".

"The rebels are fighting with primitive weapons...We want weapons that we can stop tanks and planes with," SNC chief Abdelbasset Seida said in Abu Dhabi. He urged foreign allies to circumvent the divided U.N. Security Council and intervene.

"Our friends and allies will bear responsibility for what is happening in Aleppo if they do not move soon," he said, adding that talks would start on forming a transitional government.

Arab League head Nabil Elaraby said the battle in Aleppo amounted to "war crimes", and perpetrators would eventually be punished, Egypt's MENA state news agency reported.

The Arab League has suspended Syria and lined up with the West and Turkey against Assad. Assad's government blames Arab states, especially Saudi Arabia and Qatar, for the revolt.

Reuters reported on Friday that Saudi Arabia and Qatar had set up a base in southeastern Turkey to aid the rebels.

A Saudi Foreign Ministry spokesman declined on Sunday to comment directly but said Riyadh gave financial and humanitarian aid to the Syrian people. He also hinted at more direct support, saying countries should enable Syrians "to protect themselves at the very least, if the international community is not able to do so".

Assad's ruling structure draws strongly on his Alawite minority sect, an offshoot of Shi'ite Islam, while his opposition is drawn largely from the Sunni Muslim majority, backed by Sunni leaders who rule nearly all other Arab states.

That has raised fears that the 16-month-old conflict could spread across the wider Middle East, where a sectarian divide between Sunnis and Shi'ites has been at the root of violence in Iraq, Lebanon, Bahrain and elsewhere.

Shi'ite Iran demonstrated its firm support for Assad by hosting his foreign minister. At a joint news conference with Moualem, Iran's own Foreign Minister Ali Akbar Salehi rebuked the West and Arab states for holding the "illusion" that Assad could be easily replaced in a managed transition.

CRUCIAL TEST

In Damascus, where Assad's forces have pushed back a rebel offensive since a deadly July 18 bomb attack on his inner circle, many residents have fled fighting in the outskirts for relative safety in the heart of the capital.

In the centre, shops open only between 9 am and 3 pm, food prices have soared and no one dares walk outside after dusk, even in the holy month of Ramadan when streets are normally packed late into the night with people breaking the fast.

"To begin with I was with the regime, for sure," said Ahmed, from one of the southern suburbs where the army, backed by helicopters and tanks, launched its counter-offensive.

"But now, no, the regime must go. Take what they want with them, but they must go."

The battle for Aleppo, a city of 2.5 million people, is a decisive test of the government's ability to retake its two main cities. It has committed huge military resources to the battle there after losing control of outlying rural areas and some border crossings with Turkey and Iraq.

The British-based Observatory said 26 people were killed in Aleppo on Saturday and 190 across Syria. It reported fighting in Deraa, Homs and Hama. There was no way to verify its figures.

The Aleppo fighting follows the July 18 bomb attack, which killed four top security officials including Assad's defense minister, intelligence chief and powerful brother-in-law.

Interior Minister Mohammad al-Shaar, who was wounded in the attack, told state media the assassination had only hardened the authorities' determination to crush the revolt.

"Before this cowardly explosion, we were all working flat out. But now we will exert 10 times the effort to pursue those who threaten the security of our country," Shaar said.

(AP) ? Ryan Lochte strolled the deck of the Olympic Aquatics Centre wearing diamonds in his mouth and lime-green sneakers on the feet that powered him through the water faster than anyone else. Beaming, he chomped playfully on his gold medal while Bruce Springsteen's "Born in the USA" blared throughout the massive arena.

Michael Phelps?

He was nowhere to be found.

Not during the race.

Not when it came time to hand out the medals.

On a stunner of an opening night at the pool in London, Phelps was routed by his American rival in the 400-meter individual medley, losing to Lochte by more than 4 seconds Saturday. That's not all: The winningest Olympian ever didn't win any medal at all, the first time that's happened in a race of this magnitude since he was a 15-year-old kid competing in just one event at the Sydney Games, a dozen years ago.

"It was horrible," Phelps told coach Bob Bowman when he climbed out.

Bowman's reply: "It was."

Lochte turned the much-anticipated duel with Phelps into a blowout, raising serious questions about whether the guy who has won 14 gold medals and 16 medals overall has anything left in the tank for his Olympic farewell.

Phelps is planning to retire as soon as he finishes the last of his seven races in London, but he looked ready to call it a career while struggling just to pull himself from the water when his first event was done.

He was totally spent.

He was thoroughly beaten, perhaps signaling a changing of the guard at the pool.

"This is my year," said Lochte, who popped in his grillz ? diamond-studded mouth jewelry ? for the victory ceremony. "I know it and I feel it, because I've put in hard work. I've trained my butt off for four years ... and there's no better way to start this Olympics off than getting gold."

For Phelps, the start of these games couldn't have been more out of character.

He barely qualified for the evening final, a performance that hinted at trouble ahead. Trouble indeed. Phelps struggled to a fourth-place finish, blown out by Lochte and beaten by Brazil's Thiago Pereira and Japan's Kosuke Hagino.

"It was just a crappy race," Phelps said. "I felt fine the first 200, then I don't know. They just swam a better race than me, a smarter race than me, and were better prepared than me. That's why they're on the medal stand."

Lochte took the gold with a time of 4 minutes, 5.18 seconds. Pereira (4:08.86) and Hagino (4:08.94) were well back but ahead of Phelps, who touched fourth in 4:09.28 ? nearly 5 1-2 seconds off his world record from the Beijing Olympics and not nearly as fast as he went during the U.S. trials last month.

Since finishing fifth in his lone event at Sydney, the 200 butterfly, Phelps was 16-of-16 when it came to winning medals at the Olympics ? 14 golds and two bronzes. That run is over.

Lochte climbed out of the pool with a big smile, waving to the crowd and looking about as fresh as he did at the start. He had predicted this would be his year and, for the first race of the Olympics at least, he was right on the mark.

"I think I'm kind of in shock right now," he said. As for Phelps, "I know he gave it everything he had. That's all you can ask for."

Phelps was trying to become the first male swimmer to win the same individual event at three straight Olympics. He'll have three more chances at a threepeat before he's done in London, having also won the 200 individual medley, plus the 100 and 200 butterfly, at Athens and Beijing.

But he'll need a major comeback. After one race, he looks nothing like the swimmer who won six gold medals in Athens, then a record eight in Beijing to break Mark Spitz's Olympic record.

"I'm surprised, and not pleasantly," Bowman said. "I expected he'd be in the 4:06 range."

With first lady Michelle Obama in the house waving a small U.S. flag, everyone expected a duel between the two American stars.

Only Lochte showed up.

Phelps fell behind right from the start in the butterfly, his trademark stroke. From there, it was all Lochte. He stretched his margin in the backstroke and breaststroke, then cruised to the gold in the freestyle, a good three body lengths ahead of the rest of the field.

"It's frustrating, that's all I can say. It's pretty upsetting," Phelps said. "The biggest thing now is to try to look forward. I have a bunch of other races, and hopefully we can finish a lot better than how we started."

China had a big night, claiming a couple of gold medals.

Sixteen-year-old Ye Shiwen set a world record in the women's 400 individual medley ? only the third mark to fall since high-tech bodysuits were banned at the end of 2009. She won in 4:28.43, breaking the mark of 4:29.45 by Australia's Stephanie Rice at the 2008 Beijing Games. American Elizabeth Beisel took silver and China's Li Xuanxu grabbed the bronze.

Sun Yang flirted with a world record in the men's 400 freestyle. He took gold in 3:40.14, just off the mark of 3:40.07 by Germany's Paul Biedermann in a rubberized suit three years ago. When it was done, Sun propped himself on the lane rope, pumping his fist and splashing the water.

South Korea's Park Tae-hwan won silver in 3:42.06, fortunate even to take part after initially being disqualified for a false start in the prelims. The ruling was overturned by governing body FINA a couple of hours later on appeal. Peter Vanderkaay of the U.S. won the bronze.

Australia captured gold in the women's 400 freestyle relay with an Olympic record of 3:33.15, rallying to pass the Americans and hold off the fast-charging Netherlands.

The U.S. got off to a blistering start with Missy Franklin swimming leadoff under world-record pace, and the Americans were still ahead after Jessica Hardy went next. But the Australians rallied behind Brittany Elmslie on the third 100, and Melanie Schlanger held on at the end, with Ranomi Kromowidjojo closing fast to give the Netherlands a silver in 3:33.79.

The other members of the winning team were Alicia Coutts and Cate Campbell.

The Americans slipped to the bronze in 3:34.24, but that was still good enough to give Natalie Coughlin the 12th medal of her career, tying Dara Torres and Jenny Thompson as the most decorated U.S. female Olympians in any sport.

Coughlin swam in the morning prelims, then was reduced to the role of cheerleader in the evening as the Americans went with Franklin, Hardy, Lia Neal and Allison Schmitt. Everyone who swims on a relay gets a medal, though.

"I really have no idea what to think of it so far," Coughlin said. "I'll have to take it all in tonight. I'm very proud of it, but I've never been on a morning relay before."

There was no medal for Phelps.

His close call in the morning prelims put him in an already uncustomary position ? swimming on the outside in the No. 8 lane. He only had one swimmer next to him and no idea what Lochte and the others in the middle of the pool were doing.

Not that it would have mattered.

"I don't think the lane had anything to do with it," Phelps said. "I just couldn't really put myself in a good spot for that race. It's frustrating for sure. ... It's just really frustrating to start off on a bad note like this."

Phelps still has six more events to swim in London, plenty of time to make up for his dismal start. He remains two behind the most medals won by any Olympian ? Soviet gymnast Larisa Latynina's mark of 18 ? nine gold, five silver, four bronze.

Phelps put himself in position to swim another eight events with his performance at the U.S. trials, but he decided to drop the 200-meter freestyle, feeling one less race would give his body a better chance to recover and improve his performance in the other events.

Now, he may be regretting that decision.

The 400 IM was an event he has dominated, winning gold at the last two Olympics and holding the world record for a full decade. But, tired of putting his body through such a grind, he dropped it from his program after setting a world record in Beijing four years ago (4:03.84), vowing never to swim it again.

He should have stuck with that pledge. Clearly, Phelps didn't leave himself enough time to get back in the kind of shape he needed to win the brutal race, having only brought it back earlier this year.

"I was lucky to get in," he said, referring to his slow time in the morning. "I had a chance to put myself in a spot to start off on a good note and didn't do it."

Lochte gave the Americans their first gold medal of the London Games and put himself in position to fulfill the promise he showed at last year's world championships, where he won five golds and beat Phelps in their two head-to-head meetings.

The friendly rivals have one more showdown in London, in the 200 individual medley. Phelps edged Lochte in that race during the U.S. Olympics trials, but Lochte appears to be on top of his game when it really counts.

They might be working together on Sunday, when both are in the mix to compete for the U.S. in the 4x100 free relay.

There appear to be no hard feelings.

"Congrats to (at)RyanLochte," Phelps tweeted afterward. "Way to keep that title in the country where it belongs!!"

"Thanks," Lochte replied: "I couldn't do it without you."

Steelers sign WR Brown to 5-year extension

LATROBE, Pa. (AP) ? The Steelers signed wide receiver Antonio Brown to a five-year extension that will keep him in Pittsburgh through 2017.

Brown, voted Pittsburgh's most valuable player by teammates last season, was entering the final season of the three-year contract he signed when he was drafted out of Central Michigan in 2010. He would have been eligible for restricted free agency after this season.

CBS Sports first reported the deal that will earn Brown $42 million over the next six seasons.

Brown made the Pro Bowl last season after becoming the first player in NFL history with at least 1,000 receiving yards and at least 1,000 return yards (1,062). He finished second on the team to Mike Wallace with 69 receptions for 1,108 yards.

"He has played a major role in our success over the past two years," Steelers general manager Kevin Colbert said, "and we are thrilled he will be a Steeler for many years to come."

Steelers Nation had been eagerly anticipating a long-term extension for one of its young receivers, but it was expected to have been Wallace. The late-day announcement of Brown's deal came as a surprise Friday, less than two hours after the Steelers wrapped up their second day of practice.

A restricted free agent unhappy with the $2.7 million tender the team extended for this season, Wallace did not report to St. Vincent College with the rest of his teammates on Wednesday.

"I'm looking forward for him to be here, get all hands on deck," Brown said Wednesday, "and get everybody moving in the right direction so we can embark on what we can embark on."

Brown said he speaks with Wallace regularly, but that he has not been pressuring him to report and join his teammates.

"We talk about personal things, but his business is his business," Brown said Thursday. "I'm pretty sure he'll take care of it, and when he gets here, we'll embrace him."

Brown's deal could affect Wallace's ability to cash in. The Steelers are up against the salary cap and ? with the exception of Hines Ward ? have been historically averse to giving big contracts to wide receivers. Two years ago, when Brown and Emmanuel Sanders were rookies, Wallace dubbed the threesome the "Young Money Crew."

Brown beat Wallace in the race to the cash.

The first time Brown touched the ball in an NFL regular-season game, he returned the opening kickoff for a touchdown at Tennessee Sept. 19, 2010. He only dressed for nine regular-season games as a rookie, catching 16 passes. The kickoff return was his lone touchdown, while Wallace enjoyed a breakout campaign of 1,257 yards and 10 touchdowns.

But Brown began to emerge during the playoffs, catching three passes for 75 yards in a divisional round win over Baltimore. His 58-yard reception in the final two minutes ? one he secured by holding the ball up against his helmet ? set up the winning touchdown.

Brown entered last season as Pittsburgh's No. 4 receiver but became quarterback Ben Roethlisberger's go-to guy over the second half of last season. Brown had 51 catches for 846 yards over the final 10 games of the season.

"Definitely, I can get better," Brown said at the end of last season. "I continue to get stronger."

Brown will meet the media to discuss the new deal on Saturday. The Steelers open the preseason Aug. 9 vs. Philadelphia.

British hope Joshua faces Savon in boxing opener

Britain's bright young super heavyweight Olympics hope Anthony Joshua was handed a tough first round draw on Friday despite being the second seed.

The 22-year-old, who burst onto the amateur scene last year beating Olympic champion Roberto Cammarelle on his way to the world championship final, was drawn against Cuba's Erislandy Savon, nephew of the legendary three-time Olympic heavyweight champion Felix.

The younger Savon, who turned 22 on Friday, won the 2009 Pan American Games title but Azeri Magomedrasul Medhzidov was too good for him at last year's world championships.

Medhzidov has been drawn in the top half of the draw which also comprises Cammarelle, who opted to stay in the amateur ranks despite his Olympic title last time.

The Americans' best hope of a first gold since Andre Ward in 2004, and only their second since the 1996 Games, Jose Ramires was surprisingly not seeded - which would have given him a pass into the second round - and faces Frenchman Rachid Azzedine in the first round.

If 19-year-old Ramires is to achieve America's first gold in the lightweight category since the legendary Oscar de la Hoya in Barcelona in 1992 he will have to overcome experienced second seed Vazgen Safaryants of Belarus in the quarter-finals.

Ramires's older colleague Jamel Herring, a 27-year-old Marine sergeant who has done two tours of duty in Iraq, plans to turn professional later this year when he retires from the Marines and needs a good showing in the light welterweight division.

Herring did not get a kind draw as he drew Kazakhstan's Daniyar Yeleussinov in the first round and is also in the half of the draw comprising hot favourite Everton dos Santos Lopes of Brazil.

China's main hope for gold is defending light fly champion Zou Shiming, a three-time world champion, but he gets a first round bye and will face either Australia's Billy Ward or Cuban Yosbany Veitia.

The women's inaugural competition doesn't get underway till the second week of the Olympics and the most hotly-contested division will be the lightweight one where Ireland's four-time world champion Katie Taylor is hotly-fancied.

However, the draw was not kind to her. She will face either Quanitta 'Queenie' Underwood of the United States or well-regarded Briton Natasha Underwood in the quarter-finals.

Taylor has had tough battles with both in the past few years.

However, Taylor's father Peter, who is her coach, said at the draw that she would have to have fight one of them eventually.

"Katie would be prepared to fight anyone, that's why she's been a world champion four times because she's beaten everybody," said Taylor, who was born in England.

"Every fight is a final, every fight is a gold medal bout."

They?re unveiling a statue of Steve Gleason outside the Superdome today.

But the subject of the artwork has been doing anything but standing still.

Gleason, who is battling ALS, continues to fight for a life of adventure for himself and others, even as the disease robs him of his ability to move.

New Orleans Times-Picayune columnist Jeff Duncan has an emotional update on Gleason?s fight on the day the ?Rebirth? statue of his 2006 blocked punt is unveiled.

The disease keeps the former Saints safety confined to a wheelchair now, and speaking has become difficult.

But he recently rode in a sidecar during a motorcycle rally and canoed down the Missouri River, following the route of Lewis and Clark.

?Our guides couldn?t believe it,? said Clare Durrett, marketing director for Team Gleason who accompanied him on the trip. ?To see his resilience and his willingness to do everything he physically could do without hesitation was incredible. . . . There were tears on the canoe, and we popped open some champagne for the floaters.?

His Team Gleason foundation?s also trying to help other ALS patients enjoy similar experiences. They?ve sent ALS patients scooters to stay mobile, another went on a trip to Italy which included whitewater rafting and a hot-air balloon ride.

?We really try to focus on those ALS patients who are trying to live by Steve?s example, who are still trying to live life to the fullest and are not giving up and trying to be productive, even though they have this diagnosis,? his wife Michel said.

But as much as his life stands as a testament, the statue of his famous blocked punt against the Falcons represents more.

?To have a statue of you up 100 years from now at the Superdome, I think that?s amazing,? Gleason said. ?But I don?t want this to be about me and that play. I want it to be about what that play symbolized, which was a commitment by this community to rebuild.

Investors demand hedge funds show clean hands on Libor

LONDON (Reuters) - Investors are pushing some of the world's biggest hedge funds to show that their traders played no part in the interest rate rigging scandal plaguing major banks.

These hedge funds have responded with in-depth internal probes which they hope will assure investors that they did not collude with the banks, are completely clean and will not become embroiled in the affair, people familiar with the funds said.

Regulators across the globe are investigating whether banks tried to rig the London interbank offered rate, a benchmark used to set the price of trillions of dollars of financial products.

None has publicly confirmed they are looking into the activity of hedge funds or alleged any wrongdoing by them.

However, some investors are so concerned about the reputational damage and the difficult questions their own clients would pose if hedge funds they had invested in were to be implicated that they are demanding the managers show they have a clean record.

"It's something they have to investigate and something we've been talking to our managers about to make sure they didn't do anything untoward," said one source who works closely with investors in hedge funds.

Hedge funds play no part in setting the benchmarks, which are determined by a group of major banks, but even knowing in advance how the rates would change could be profitable for funds employing a range of trading strategies.

The calls from investors for funds to show they are clean spotlight just how dramatically the relationship between hedge fund manager and investor is changing.

Long-renowned for their secrecy, the largely unregulated sector has sucked in billions of dollars of cash from big, mainstream institutions such as pension funds in recent years. These investors demand much more transparency than the high-rolling wealthy individuals who were once their primary backers.

Hedge fund managers are not the only ones facing investor pressure to come clean. Shareholders are also clamoring for big banks to conduct Libor-related due diligence so that they can provide guidance on the size of potential fines and legal costs.

HUNT FOR EVIDENCE

Declining to name specific managers, the source said he had approached the funds in which his clients invest for assurances they were not implicated. Those funds are global macro funds, which bet on major trends and invest in different assets.

He found that they had spent at least the past six months trawling through emails, voicemails and phone calls their traders made during the relevant periods.

At least one fund has employed a sophisticated computer algorithm: to discover whom its traders talked to and whether, during the course of those conversations, they discussed Libor fixings with traders at banks.

Britain's Financial Services Authority (FSA) said traders at Barclays, which last month reached a $450 million settlement with U.S. and British regulators over attempted manipulation, sought to rig rates as far back as January 2005.

Some hedge funds - such as macro funds and those with so-called relative value fixed income strategies - make bets on "spreads" related to Libor. Knowing where the rates were set before publication would have been a trading advantage.

"Yes, people are looking into the matter," one hedge fund of funds executive said, when asked whether the hedge funds he had invested in were conducting internal probes on Libor.

However, the investor cautioned that because it is unclear about the extent to which Libor was successfully manipulated "things are fairly up-in-the-air at the moment."

A third source, who invests directly in macro funds, said he has been comforted by reassurances from managers that they had robust compliance systems in place and would be surprised to learn of any collusion with traders at banks.

An ex-trader for Royal Bank of Scotland has alleged that Brevan Howard, one of Europe's biggest hedge funds, asked his former employer to change the Libor rate in 2007, court documents filed in Singapore in March show.

Brevan declined to comment. The fund is not a named party in the court case and is not being sued for any wrongdoing. RBS declined to comment.

In documents released last month, Britain's regulator published a communication from March 2007 between a hedge fund trader and a Barclays staff member known as "Trader E" which suggested the hedge fund employee was aware Barclays tried to manipulate the Euribor rate, another global benchmark.

The hedge fund trader appears to warn Barclays about setting the three-month rate very low, saying it made trading in the three-month International Money Market - where interest rate futures contracts are bought and sold - dangerous.

"It does draw attention to you guys. It doesn't look very professional," the hedge fund trader said.

It was not clear whether this knowledge helped the hedge fund trader to make any financial gain.

Bank rate-setters may have attempted to rig Libor to paint a better picture of their bank's health, or because derivatives traders requested specific rates to help their positions.

Many hedge funds have hired former interest rate traders from banks to help manage their portfolios in recent years.

Japanese regulators last year found that two Citigroup employees were involved in attempted manipulation of the yen-denominated Libor rate. It did not identify the traders but sources familiar with the situation named one of them as Christopher Cecere, who now works at Brevan Howard in Switzerland.

In an interview with Reuters in February, Cecere said he left Citigroup voluntarily with full bonus and that he has not been questioned by regulators. Japan's Financial Services Agency declined to comment.

The Financial Times newspaper reported last week that regulators are looking at possible links between Christian Bittar, who worked at Deutsche Bank at the time and now works at hedge fund firm BlueCrest, and an ex-Barclays employee who tried to rig Europe's benchmark interest rate.

BlueCrest, a $30 billion-plus firm run by ex-JP Morgan trader Mike Platt, confirmed Bittar works there but declined to comment further. Bittar could not be reached for comment.

PICKING UP NICKELS

For most traders, a small move in Libor might make little difference.

But advance knowledge of changes to the rates could have meant big gains for so-called fixed income relative value traders.

Their strategy involves betting that tiny price dislocations in markets will correct themselves over time. The traders boost returns with huge levels of borrowing.

But the strategy, once likened to picking up nickels in front of a steam roller, is best known for helping bring down the Long Term Capital Management hedge fund in 1998.

Funds using the strategy were big players in trading Libor-linked spreads in the run-up to the 2008 financial crisis, industry sources say, before many crashed out from the high-rolling game.

One of the more common Libor-linked instruments traded by hedge funds is the so-called Libor/OIS spread.

This typically measures the difference between the three-month Libor interbank lending rate and expected central bank lending rates, as measured by overnight indexed swaps. The spread is a common gauge of credit risk and market stress.

The spread usually trades around 10 basis points but it spiked to a record high of around 365 basis points at the height of the financial crisis in October 2008, handing a healthy profit to hedge funds that bet it would widen.

Last month Britain's FSA said Barclays' "Trader E" indicated as early as December 2006 that he would benefit from a particular spread between three month Euribor and the EONIA rate, also an indicator of financial stress.

Barclays declined to comment.

The difference between three month Euribor and EONIA rates was less than 25 basis points in early 2007. It had reached more than 170 in late 2008.

Libor rates submitted by banks are compiled by Thomson Reuters, parent company of Reuters, on behalf of the British Bankers' Association (BBA).

Despite the calls for hedge funds to investigate possible involvement, investors know there is only so much they can do to ensure managers were not caught up in the scandal.

"We spend a lot of time with managers to make sure that we are comfortable with them," Guy Davies, head of European equity at FundQuest, the multi-management unit of BNP Paribas Investment Partners, said.

"We hope we are dealing with good quality people from both an investment and ethical perspective. Other than that, there's not much more that a multi-manager can do," he added.

As you read this, the Indian badminton team is on its way to the Hyderabad airport, to fly to Delhi en route London [ Images ]. It is a very different Indian squad that is taking off to the Olympics this time. The players, perhaps for the first time since badminton was introduced in 1992 at the Barcelona [ Images ] Games, are not travelling as tourists. At least one medal, and perhaps even two, are expected from the five players who will represent India in London.?

The players haven't been busy only packing their bags. Far from it. Till Monday morning, they have been finetuning different aspects of their game with coach Pullela Gopichand [ Images ] at his badminton academy. Like yesterday, when on a quiet Sunday afternoon, Saina Nehwal [ Images ] and Gopi spent an hour on court. Gopi choosing the solitude to part with some precious last-minute guru mantras. And called her in again twice for two one-hour sessions today, to check if the programme had been loaded properly into Saina's mental software.

Fortunately, things have been falling into place for the Indian badminton team. Physio Kiran is finally travelling with the team, after Gopi expressed concern that his absence due to lack of accreditation could affect the team. "Most players, including Saina, do not know how to tape their ankle or thigh before a match. Which is why Kiran is so important, apart from how he takes care of them before and after a match. He now has been given day passes for the stadium and the training venue,'' said Gopi.?

The team will be arriving at the Olympics Village on Tuesday afternoon, two days after the Indian flag was hoisted at the village. But since the Village is a 90-minute drive from Wembley arena, the venue of the badminton matches, the team (as are badminton teams from other countries) will be staying at the Wembley Plaza, a hotel close by. The team will have no time to recover from the jet lag as the first slot to practise is between 7 and 8 pm on Tuesday, followed by two hour-long sessions on the 25th afternoon and 26th morning.?The shuttlers will not be part of the opening ceremony on 27th as their matches begin the following day.

Dronacharya award winner and Gopi's coach, SM Arif, however, is concerned if the team is travelling to London too late. "The Chinese and the Malaysians have been there for the last week or so and this period would have helped them acclimatise to the conditions better,'' he reasons.

Gopi says, "Yes, the Malaysians have been in London since July 17 with 12 practice partners. Unless we get that number of quality sparring partners, it does not make sense to travel early. The Chinese are the top three in women's singles and they have taken three more players for sparring with them. Who do Saina or Kashyap play with?''

Gopi instead is going armed with a dossier on each of the players and pairs, Saina, Kashyap, Jwala-Diju and Jwala-Ashwini, are likely to play against. "The preparations in London begin once we know of the draw on Monday. We will try to simulate the match situation during training,'' he says.?

Arif recalls that he saw Saina in action for the first time as a 10-year-old in 2000 and predicted that "in two years, she will be a world beater because of her attitude''. Having seen his words come true, Arif is?confident of Saina's medal chances in London.?

"The format is such that she has a very good chance to reach the semis, which will assure her of a medal. After that how she performs will determine if she wins a gold or a silver. My only advice to Saina would be not to come under pressure because of the Olympics stage,'' he says.?

The Badminton Association of India too would hope Saina has gold to declare when she lands at Delhi airport after the Olympics. For that would establish the BAI as a soothsayer of sorts. In 2002, at the Guntur under-19 nationals, in recognition of Saina's talent, the organisers had greeted her with a banner that read: 'Go for Gold 2012 Olympics'.

California Water Plans: Jerry Brown's Tunnel Proposal Sparks Controversy

FRESNO, Calif. -- California Gov. Jerry Brown is set to reignite the state's water wars when he makes the long-awaited announcement next week about plans to build a massive twin tunnel system to carry water from the Sacramento-San Joaquin River Delta to farmland and cities.

Already the $23.7 billion proposal is facing heavy criticism. Opponents say the tunnels will suck more water from the already fragile delta, further harming its fisheries, increasing costs for water users and devastating the area's agricultural-based economy by destroying water quality.

Last week, 11 members of Congress from the area sent a letter to the governor and federal Interior Secretary Ken Salazar, urging them to conduct a statewide analysis before proceeding with the plan. They questioned the thoroughness of a report done for the state that found the project's benefits outweigh the costs.

Supporters say the project is the long-overdue answer to pleas for a steady water supply to adequately supply farmers and municipalities south of the delta. They also claim the project's location actually will help the region's endangered fish species, especially the salmon and smelt.

State and federal officials acknowledge the plan has holes, but believe they will be able to address concerns as the project is built over the next 10 to 15 years.

"We decided to embrace scientific uncertainty regarding the facility's operation, water flows, habitat restoration and the response of fish," said Karla Nemeth, program manager for the plan at the California Natural Resources Agency.

Precisely how much water is diverted will depend on what is determined by the scientific studies that will accompany construction, she said.

"Ultimately what passes muster is what will work for the fish," Nemeth said.

Environmental groups said it's unacceptable to proceed with a project that has so many unanswered questions.

"We need to know upfront what the impacts of the project are and how they are going to mitigate these impacts or to actually improve conditions for fish," said Jim Metropulos, an advocate at Sierra Club California.

The delta, an inland estuary where hundreds of species live, is the hub of California's water delivery system. Both the state and federal governments run massive pumps on the south end that siphon drinking and irrigation water to more than 25 million Californians and to farms that produce half the nation's fruits and vegetables.

But the system doesn't provide all the water that's needed and state officials have for decades tried to come up with a plan to provide a better supply. Voters rejected a canal plan in 1982 and various other ideas were bandied about until the tunnel project emerged.

The broad outline for the tunnels is known, but Brown and Salazar are expected to provide greater detail when they make their announcement Wednesday.

The tunnels would siphon water using three intakes on the Sacramento River below Freeport, carry it some 60 miles underground to pumping facilities near Tracy, and then use existing canals to move it to farms in the Central Valley and cities such as Los Angeles and San Diego.

The system would be capable of diverting 67,500 gallons of water per second, a pace that would fill six Olympic-sized swimming pools every minute. The tunnels would be sized to handle even more water and the extra space would allow the water to move by force of gravity, saving on costs.

The project also includes plans for more than 100,000 acres of floodplain and tidal marsh habitat restoration. Water users would pay for the tunnels and related infrastructure, while taxpayers would finance the restoration portion. A key funding mechanism is an $11 billion water bond that will go before voters in 2014.

Balancing the needs of water users against preservation of the ecosystem is the heart of the project and the center of the controversy.

The decline of once-abundant fish species like salmon and smelt has triggered regulations to protect them, and court decisions have curtailed water deliveries in recent years. Farmers in the Central Valley say the restrictions have forced them to fallow productive land.

But Bill Jennings, an executive committee member of Restore the Delta, a coalition of farming, urban and environmental groups, said the tunnel project could make things worse for delta farmers. They now irrigate with water that is cleansed as it flows through the delta. If the tunnel project moves ahead, they will use water that has more salts and toxins that could kill or damage crops.

Recreational and commercial fisheries would be hard hit because less water will make it through the river, he said. Boating, swimming and water skiing also would suffer.

"The delta is in a biological meltdown. Taking more water won't restore an ecosystem that's already hemorrhaging from lack of flows," Jennings said. "This plan is not a path to restoration; it's a death sentence for one of the world's greatest estuaries."

But other groups said the project has merit ? if it is run as efficiently as promised.

"There's ample reason to believe that we can divert the same amount of water out of a new system with far less environmental impacts," said John Cain, director of conservation at the nonprofit American Rivers.

Taking water from the north of the delta instead of the south would greatly benefit the estuary, Cain said. In the south, where in-flows are low, pumps entrain and kill fish and their food resources.

The huge tunnel project could actually prove more beneficial to fish.

In Defense of Outsourcing | FrontPage Magazine

One of the less edifying features of the presidential campaign season has been the contest between Barack Obama and Mitt Romney to define the other as the true ?outsourcer-in-chief.? Party surrogates have also gotten in on the action, with the result that outsourcing has become a political hot potato. That?s unfortunate because obscured by the thicket of bipartisan demagoguery is the fact that outsourcing, while not without its drawbacks, is a net positive for the U.S. economy that deserves to be defended on its merits.

At the most basic level, outsourcing is form of trade. It produces economic gains by maximizing what the economist David Ricardo termed ?comparative advantage.? The idea is simple: By outsourcing low-skilled jobs abroad ? for instance customer service, data entry, or labor-intensive manufacturing ? companies can obtain products and services at a lower cost than if they had tried to create or perform them. That allows companies to increase efficiency and productivity, creating an overall benefit to the economy. Meanwhile, the lower costs of less expensively produced services and goods are passed on to consumers. In short, all parties benefit.

The biggest economic benefit may be efficiency. Outsourcing allows companies to perform functions that that they either can?t do or can?t do in a cost-effective way. Few firms waste precious time and resources doing their own taxes when they can outsource the task to professional accountants. That?s good for the company, which doesn?t have to waste resources on the service, for the accounting firm that gets the business, and for the firms? clients, who won?t have to pay the added cost of the service.

Domestically, this idea is not controversial. Companies outsource within the country all the time. Politics enters into only when outsourcing is directed overseas. It?s not obviously clear why that should be. By allocating resources more efficiently, outsourcing makes social and economic progress possible.

Consider computers. During the 1990s, computer hardware was outsourced abroad. In the short term, that caused pain for U.S. manufacturers. Between 1985 and 2005, 125,000 jobs were lost in the computer hardware industry. But outsourcing caused prices on computers to drop by 10 to 20 percent, making computers more affordable. As computers became more common, productivity and economic activity surged. Economists estimate that outsourced computer hardware boosted productivity by 2.5-2.8 percent between 1995 and 2002, driving an Internet and technology boom and adding $230 billion to total U.S. output. On balance, outsourcing computer hardware proved a huge boon to the U.S.

That?s not to deny that outsourcing has downsides. As with computer hardware, shipping jobs overseas leads to job losses in some industries. It can be a painful and disruptive process for workers who lose their jobs, and that should not be glossed over. But neither should it be ignored that many of these outsourced jobs or industries would not be sustainable for the long term. Think of the horse shoers, or milk delivery men, or typewriter repair shops that were replaced as new and improved technology came into use. Similarly, outsourcing enables companies to re-invest their profits in new products and services, as well as new and more sustainable jobs. At the same time, outsourcing fuels affluence abroad, opening new markets for American-made goods. In this context, it?s not surprising that economists believe outsourcing strengthens rather than weakens the U.S. economy.
